I read the poem for the first time just now after reading your question, so this may be a bit of an overly-hastily thought out response, but my interpretation is that the deer is a metaphor for a girl he was chasing, and that, while he chased her he could not catch her, but once he stopped she came back to him, and, when he changed tactics and was more gentle with her he won her love.
