New piercing made me break out in HIVES!!! Help!!!!!!?

Even new piercings take a while to close up. I can only suggest that you take out the ring and see if the hives clear up. If not you can go see your doctor. Worst case scenario is that your piercing closes up and you have to spend another $40 getting it re-pierced and putting a ring of a different kind in (by kind I mean material). Hope that helps somewhat.
